HC Directs Odisha to Launch Portal Showcasing Jail Reforms, Prisoner Success Stories

Cuttack: The Orissa High Court has directed the development of a dedicated web portal to make jail reform programmes accessible to the public and highlight reformative success stories of prisoners.

A Division Bench comprising Chief Justice Chakradhari Sharan Singh and Justice Savitri Ratho issued the directive on Thursday, responding to recommendations made by Goutam Mishra, Senior Counsel and Amicus Curiae.

The court asked the Secretary of the State Legal Services Authority, Odisha, to explore the creation of a portal under the Orissa State Legal Services Authority.

The portal would display key information related to prison administration and the welfare of inmates, in line with the suggestions provided.

The bench encouraged the State Government to go beyond the proposed recommendations, using its expertise to develop a more comprehensive platform.

Additionally, the portal should include a section dedicated to sharing reformative success stories of prisoners, showcasing the positive impact of vocational training and rehabilitation programmes within Odisha’s jails. These stories aim to inspire hope and encourage other inmates to pursue personal transformation and reintegration into society.

The court further recommended uploading details of vocational training programmes offered in prisons, providing transparency regarding inmate participation and programme effectiveness. The portal should also include records of surprise jail inspections, enhancing oversight and accountability in prison management.

The Division Bench also sought clarification from the State Government on whether there is an online education system for inmates and urged the consideration of such a system if not already in place.
