Sarangi, a 1990-batch IPS officer, will serve as the OPSC Chairman for six years or until he reaches the age of 62, whichever comes earlier. Prior to this role, he held positions as the Special Director General of Police (Training) and Director of the Biju Patnaik State Police Academy.

Sarangi briefly served as the Director General of Police (in-charge) for over six months after the retirement of Sunil Bansal in 2023. Though he was given additional responsibilities as DGP by the previous government, the current administration appointed YB Khurania as the permanent DGP on August 16.

Hailing from Balangir district, Sarangi has held various key roles, including Superintendent of Police (SP) in Rayagada, Jagatsinghpur, Koraput, Khurda and Rourkela. He also served as Deputy Inspector General (DIG) in the North-Central Range, Inspector General of Police (IGP), Law & Order, and Additional Director General of Police (Intelligence).

The post of OPSC Chairman had been vacant since the retirement of Satyajit Mohanty in August 2023. Mohanty, also a former IPS officer, had held the position since February 2021.
