Odisha’s New ‘Mo Ghara’ Housing Scheme To Provide Financial Aid for Rural Households

Bhubaneswar: The Odisha Cabinet, chaired by Chief Minister Naveen Patnaik, approved the “Mo Ghara” housing scheme. It aims to assist lower and lower-middle-income households in rural areas who were previously excluded from existing schemes. The scheme provides financial aid for the construction, extension, upgradation, and completion of houses.

Under “Mo Ghara,” beneficiaries can avail credit-linked housing loans up to Rs 3 lakh, repayable over 10 years with a one-year moratorium period. The loan amounts are available in four slabs: Rs 1 lakh, 1.5 lakh, 2 lakh, and 3 lakh.

Eligibility criteria for the scheme include a monthly income below Rs 25,000, residing in a kutcha house or single pucca room with an RCC roof, and not receiving more than Rs 70,000 in previous housing assistance.

Around 4 lakh beneficiaries are expected to be covered under the scheme, with an estimated financial implication of Rs 2,150 crore over two years. A dedicated web portal will be launched for online applications, monitoring, and implementation. Applications will be accepted from June 16, 2023.

Applicants need to invest a minimum of 10% of the loan amount as margin money in cash, kind, or labour. They must have a clear land title falling under the Gharabari Kisam of Sthitiban Category, mortgaging the title deed and registering it at the relevant Sub Register office.
