IAS Officer Who Emptied Delhi Stadium for Dog Walk Compulsorily Retired

New Delhi: The Arunachal Pradesh government has taken the decision to compulsorily retire Rinku Dugga, an IAS officer of the 1994-batch belonging to the AGMUT (Arunachal Pradesh-Goa-Mizoram and Union Territory) cadre. She held the position of Principal Secretary in the Indigenous Affairs Department of Arunachal Pradesh.

Last year, both Rinku Dugga and her husband, Sanjeev Khirwar, who is also a 1994-batch IAS officer and was posted in Ladakh at the time, were transferred out of Delhi. This move followed a newspaper report alleging that they had cleared a stadium of athletes to take their dog for a walk.

The government’s authority to retire a government servant rests on the belief that it is in the public interest to do so. This decision, therefore, falls within the parameters of the government’s discretionary power.
