Congress Issues 3-Line Whip for Crucial Rajya Sabha Session Tomorrow

New Delhi: The Congress party has issued a three-line whip to its Rajya Sabha members, instructing their presence in the upper house from 11 AM until adjournment on Thursday, July 27. The whip, issued by senior Congress leader Jairam Ramesh, states that “very important issues will be taken up for discussion” and emphasizes its significance.

This move comes as the government plans to introduce a bill in Parliament to replace the contentious Delhi services ordinance. The Union Cabinet reportedly approved the bill on Tuesday, July 25. The ordinance aimed to establish a National Capital Civil Service Authority to handle transfers and disciplinary actions of Group-A officers in the Delhi, Andaman, and Nicobar Islands Civil Service (DANICS) cadre. It was issued on May 19 after the Supreme Court granted control of services in Delhi, except for police, public order, and land, to the elected government led by Chief Minister Arvind Kejriwal.

Prior to the Supreme Court’s verdict on May 11, the lieutenant governor had full executive control over officer transfers and postings in the Delhi government. However, the ordinance received strong opposition from the Aam Aadmi Party (AAP) and other opposition parties, who accused the Centre of deceiving the people of Delhi.
