UGC Releases Draft Regulations For Operation Of Foreign Varsities In India

New Delhi: The University Grants Commission (Setting up and Operating of Campuses of Foreign Higher Educational Institutions in India) Regulations 2023 draft was made public by the commission. The regulations will control how foreign educational institutions that provide a variety of degrees, diplomas, and certificate programs can operate in India.

The UGC has made the draft regulations available to the public in order to solicit feedback. The deadline for submission of comments is Jan 18th.

No Foreign Higher Educational Institutions (FHEIs) shall establish campuses in India without the consent of the UGC, in accordance with the eligibility requirements outlined in the draft regulations. If the applicant is a foreign university, it must have achieved a rating among the top 500 globally across all subjects, as determined from time to time by the Commission.

To examine issues pertaining to the Establishment and Operation of Campuses of Foreign Higher Educational Institutions in India, the Commission would establish a Standing Committee. This committee will evaluate each proposal based on its merits, taking into account the standing of the educational institutions, the planned programmes, and the academic infrastructure.
