Odisha Cabinet Approves 17 Proposals in Different Sectors

Bhubaneswar: Odisha cabinet has approved over 17 different proposals in its meeting chaired by Chief Minister Naveen Patnaik and held in Bhubaneswar on Tuesday.

The major proposals include:

1. Extension of State govt Grant-in-Aid to eligible employees of new-aided non-government high schools, upper primary (ME) schools and Madrasas on the basis of Odisha Revised Scale of Pay Rules, 2017 (7th Pay). About 26,164 teaching and non-teaching employees of the new-aided non-government high schools, UP (ME) Schools and Madrasas who are in receipt of 100% Grant-in-Aid as of 31-12-2021 will be benefited from the enhancement. The additional financial implication will be Rs 280.48 crore per annum.
2. For accelerating the growth of enterprises in the MSME Sector, State Cabinet has today approved the Odisha MSME Development Policy 2022. This Policy will replace the existing Odisha MSME Development Policy, 2016. The Policy announces various progressive measures to incentivise the growth of MSMEs in promoting employment and contribution of the MSME sector to the State’s GDP. The Capital Investment Subsidy to new Micro, Small Enterprises has been extended to New Micro, Small and Existing Micro & Small Enterprises undertaking Expansion Modernisation and Diversification (E/M/D) at the rate of 25% of Capital Investment made in Plant & Machineries and the subsidy limit has been enhanced from Rs 1 crore to the upper limit of Rs 2 crore.
3. Provision of funds for ‘Empowerment of Women in Agriculture-Promotion of Entrepreneurship for Women SHG’. The scheme is introduced with the objective to double the mushroom production across the State through area expansion involving women beneficiaries/WSHGs and to make the State self-sufficient in the production of button mushrooms and loose flowers. The State government approved the provision of Rs 367.19 crore for five years from 2022-23 to 2026-27 for effective implementation of the scheme – ‘Empowerment of Women in Agriculture-Promotion of Entrepreneurship for Women SHG’.
4. Framing of Odisha Medical Services (Method of Recruitment and Conditions of Service of Dental Surgeons) Rules, 2022 to regulate the method of recruitment, promotion and conditions of service of Dental Surgeons appointed to the Odisha Medical Services (Dental Surgeons) Cadre. Consequent upon reformation and restructuring of Odisha Medical and Services (Dental) Cadre vide Health and FW Department letter No-30408/H, dated 15.11.2021 with the enhancement of sanctioned strength of Dental Surgeons from 438 to 584, creating 146 posts in different ranks consisting of 1 post in the rank of AD Level-I, 15 posts in the rank of AD Level-II, 17 posts in the rank of JD, 31 posts in the rank of Group-A (SB) and 82 posts in the rank of Group-A (JB), as well as change in existing eligibility criteria in initial recruitment into OMS (Dental) Cadre and also for promotion to different ranks it is required to make necessary amendment in the existing Odisha Medical Services Rules, 2013.
5. ‘Odisha State Capability and Resilient Growth Policy Programme’ is an externally aided project proposed to fund through World Bank. It has been designed for the development of a Social Protection Delivery Platform by the Electronics and Information Technology Department, strengthening the statistical system of the state by the Planning and Convergence Department and development of disaster-resilient infrastructure by the Odisha State Disaster Management Authority under the Revenue and Disaster Management department. The project has a duration of 5 years with an estimated cost of approximately Rs 1,183 crore out of which Loan Component is Rs 816 crore and the State counterpart finding is Rs 367 crore.
6. Conduct of Combined Higher Secondary (10+2) level or equivalent Recruitment Examination instead of multiple Group-C State Cadre specialist posts or services conducted by Odisha Staff Selection Commission (SSC) in order to streamline the recruitment process and to complete the recruitment examinations in a reasonable time period.
7. Provision of Rs 1,142.24 crore for four years from 2022-23 to 2025-26 for implementation of the State Sector Scheme – ‘Development of Potato, Vegetable and Spices’ with the involvement of WSHGs and FPOs. The scheme is introduced with the objective to provide financial assistance to the farmers for the cultivation of Potato, Onions, Hybrid vegetables, and Spices in order to make the State self-sufficient in the production of 5 vegetables (Potato, Onion, Tomato, Cauliflower and Cabbage) along with an increase in area and production under spices.
8. Amendment of Odisha Ministerial Services (Method of Recruitment and Conditions of Service of Junior Assistants, Senior Assistants, Section Officers in district offices and offices sub-ordinate thereto) Rules, 2019. Recruitment and conditions of service of Junior Assistant, Senior Assistant and Section Officer posts in different district ministerial offices and offices sub-ordinate thereto are being regulated as per provisions made under the Odisha Ministerial Services (Method of Recruitment and Conditions of Service of Junior Assistants, Senior Assistants and Section Officers in the district offices and sub-ordinate offices thereto) Rules, 2019.
