FIFA Opens Disciplinary Case Against Spanish Football Official for Kissing Player

Geneva: FIFA has opened disciplinary proceedings against Luis Rubiales, a Spanish football official, for kissing a player on the lips and making a crotch gesture during celebrations after Spain’s victory in the Women’s World Cup final.

The disciplinary committee is examining whether Rubiales violated FIFA’s code of conduct by engaging in behaviour that undermines the integrity of the sport.

The national players’ union, representing player Jenni Hermoso, criticized Rubiales’ conduct and called for appropriate consequences.

Spain’s Secretary of State for Sports, Víctor Francos, deemed Rubiales’ crotch gesture indefensible.

The FIFA disciplinary panel, chaired by Colombian lawyer Jorge Palacio, will evaluate the case. Possible penalties range from warnings and fines to suspensions.

Rubiales is also leading Spain’s bid, supported by Portugal, Morocco, and possibly Ukraine, to host the 2030 men’s World Cup. The bid faces image challenges due to the controversy.

While Rubiales’ resignation is speculated, an emergency meeting of the Spanish soccer federation is scheduled, where his fate could be decided.
