Manipur’s Internet Blackout Eases with Limited Broadband Restoration

Imphal: After nearly three months of blackout, internet services in Manipur are starting to be restored to a certain degree. The state government has decided to lift the suspension of broadband service conditionally and in a liberalised manner. However, mobile internet data will continue to remain suspended due to concerns about the spread of disinformation and the mobilisation of agitators through social media platforms.

The Home Department cited technical infeasibility as the reason behind the continued suspension of mobile internet data, as effective control and regulatory mechanisms are difficult to implement.

The extent of internet usage resumption remains unclear, as the government’s decision has faced criticism for only benefiting a small number of users. Wireline services will prioritize institutional and higher-income users, with severe restrictions that include banning WiFi hotspots, social media, and VPNs, along with the possibility of enforced social monitoring.

Recently, the Manipur High Court intervened, requesting the State’s home department to allow internet access through Internet Leased Lines (ILL) for businesses and offices. The court also urged them to consider providing broadband connectivity through Fibre to the Home (FTTH) on a case-by-case basis for households. In response, the state government approached the Supreme Court to appeal against the HC order, but the SC bench advised them to address the matter with the High Court, effectively disposing of the plea.
